Phase 2 is on-site by design. You land in the house with the rest of the cohort and the build team, and the sessions and reviews happen in the room you work in.
Phase two is in Shenzhen because hardware's 0→1 is not written, it is walked: samples, tooling, vendors. Those things are half an hour apart here and six weeks apart anywhere else.
